Project Detail
Element prepared a modification report for BINGO’s Patons Lane Resource Recovery Centre and Landfill to increase the approved rate of clay and shale extraction required to maintain landfill airspace. The assessment demonstrated how the operational change could support continuity of waste disposal capacity while remaining within relevant environmental criteria.
The Patons Lane facility at Orchard Hills combines resource recovery, landfill operations and clay and shale extraction. Existing extraction rates were forecast to create an airspace deficit that could interrupt approved landfill operations. The proposed modification sought to increase extraction from 160,000 to 500,000 tonnes per annum and increase the permitted daily truck movements to accommodate the additional material, without changing the approved landfill disposal rate or requiring significant physical changes to the facility.
Element Engagement
Element prepared the modification report for submission to DPHI, addressing preliminary Secretary’s Environmental Assessment Requirements and relevant statutory considerations. Element coordinated technical specialists and assessed traffic and access, noise, air quality and greenhouse gases, cumulative impacts and other environmental matters. Element subsequently supported the assessment process through preparation of the Response to Submissions.
Project Achievements
Element integrated operational modelling and specialist environmental assessment to clearly explain the relationship between extraction rates and future landfill capacity. Traffic modelling indicated nearby intersections would continue to operate at acceptable levels of service, while noise and air quality modelling predicted compliance at surrounding receivers. The assessment demonstrated that the required operational change could be achieved without significant additional environmental impacts.
