Project Details

Element was engaged to prepare a Review of Environmental Factors (REF) for proposed cycleway and pedestrian improvements on Belmont Street and Fountain Street in Alexandria, Sydney. The assessment will support a critical connection in the regional cycling network while addressing potential environmental, social and transport impacts.

The City of Sydney's proposed works will introduce a separated on-road cycleway connecting Lawrence Street to Belmont Street via Fountain Street, completing an important missing link in the regional cycling network. The project also includes a new pedestrian crossing and continuous footpath treatment at the intersection of Fountain Street and Belmont Street. These improvements are intended to provide safer pedestrian crossings, prioritise pedestrian movement along Fountain Street and reduce vehicle speeds when turning into Belmont Street.

As Fountain Street is a State road and an important traffic and bus route, the project requires careful consideration of potential impacts on vehicle movements, public transport, parking and nearby intersections.

Element Engagement

Element was engaged by Engineering Risk Management (ERM) to prepare the REF for the proposed active transport improvements on behalf of Sydney Civil and the City of Sydney.

Element's scope includes:

  • Reviewing project designs, existing environmental information and relevant statutory requirements.
  • Assessing potential impacts on biodiversity, heritage, soils and contamination, noise and vibration, water quality, air quality, visual amenity, waste management and community amenity.
  • Coordinating a specialist Transport Impact Statement to assess impacts on pedestrian and cyclist movements, public transport, parking and road network operations.
  • Preparing environmental assessment documentation, GIS figures and recommended mitigation measures.
  • Responding to review comments from ERM, the City of Sydney and Transport for NSW to support finalisation of the REF.

Project Achievements

Element's proposed assessment approach brings together environmental planning expertise and specialist transport assessment to address the challenges of delivering active transport improvements within a busy urban road corridor.

By identifying key environmental and operational risks early, Element established a targeted assessment scope covering construction impacts, pedestrian and cyclist safety, public transport operations and potential traffic effects on surrounding intersections.

The integrated approach is designed to provide the project team and relevant authorities with a clear understanding of environmental impacts and practical mitigation measures, supporting informed decision-making and the progression of safer, more connected walking and cycling infrastructure.
