Project Details

Element was engaged to manage two Designated Development Applications (DDAs) and prepare Environmental Impact Statements (EISs) for the expansion of the Barmedman landfill and increased production capacity of the associated metal recycling facility. The project supports increased waste recovery and recycling throughput while enabling operational improvements.

The project comprises two concurrent approvals: (1) expansion of the Barmedman landfill to allow receipt of up to 90,000 tonnes per annum of non-putrescible waste, including imported waste and floc from the recycling facility; and (2) an upgrade to the metal recycling facility to increase processing capacity to 60,000 tonnes per annum and extend operating hours and truck movements. Element’s work focused on securing planning approvals through preparation of two coordinated DDAs and EISs, leveraging efficiencies across both applications.

Element Engagement

Element's engagement included:

  • Managing two concurrent Designated Development Applications and EIS processes
  • Preparing scoping reports and coordinating SEARs requirements with DPHI and Council
  • Preparing full EIS documentation, including project description, justification, and environmental assessment chapters
  • Coordinating and reviewing a broad suite of specialist technical studies (air quality, noise, traffic, water, biodiversity, heritage, visual, bushfire, and others)
  • Undertaking stakeholder and community consultation, including agency engagement and local stakeholder meetings
  • Providing GIS mapping, figures, and report production
  • Delivering ongoing project management, governance, and approvals strategy across both applications

Project Achievements

Element applied a coordinated approvals strategy to efficiently deliver two complex DDAs and EISs in parallel, reducing duplication and optimising project timelines and costs. By leveraging experience in waste and resource recovery projects and proactively managing SEARs requirements and technical inputs, Element positioned the project for streamlined assessment and successful approval outcomes while supporting increased recycling capacity and operational flexibility.
