Project Description

Element was engaged to deliver a community consultation process and prepare an Out-of-Hours Work Application to support extended construction activities for the Windsor Road Widening project.  This project involved consulting with nearby residents about potential disruptions from extended construction hours on Windsor Road, and preparing a formal application to Transport for New South Wales (TfNSW) seeking exemption from standard limits on consecutive night works. The goal was to ensure community engagement was meaningful, documented, and that the application met TfNSW’s regulatory requirements.

Element Engagement

Element was engaged to:
  • Develop a Community Engagement Strategy
  • Prepare a survey and notification letter for impacted residents
  • Coordinate a letterbox drop to distribute the materials
  • Conduct targeted follow-up door-knocking for non-respondents near the worksite
  • Collate and analyse community responses into a Consultation Outcomes Report
  • Prepare and submit the Out-of-Hours Work Application
  • Provide ongoing project coordination and client liaison throughout

Project Achievements

Element designed and executed a clear and well-timed engagement strategy that considered public holidays to maximise participation. The survey and follow-up ensured the consultation captured relevant community feedback. Through its structured process and strong communication with the client, Element positioned the Out-of-Hours Work Application for success by aligning with TfNSW guidelines and integrating data from community responses. Element proactively mitigated risks such as low engagement and project delays through flexibility in scheduling and clear assumptions.
