Project Details

IXOM, Australia’s sole domestic supplier of liquefied chlorine for water treatment, sought approval to modify its existing State Significant Development (SSD) consent to construct a backup chlorine liquefaction plant in Botany. This facility aims to ensure a continuous, secure supply of chlorine in case of outages at IXOM’s primary Laverton plant in Victoria. The new plant will integrate with existing chlor-alkali processes and is designed to operate at a reduced rate under normal conditions, with capacity to scale in emergency scenarios.

Element Engagement

Element was engaged to prepare a comprehensive scoping report to obtain the Secretary’s Environmental Assessment Requirements (SEARs) for the proposed modification. Element’s scope of work included:

  •  Strategic planning analysis and justification for the proposal.
  •  Environmental impact scoping across hazards, traffic, amenity, air quality, and stormwater.
  •  Coordination of stakeholder engagement, including agency and community consultation.
  •  Technical assessment coordination (QRA, PHA, air and noise modelling).
  •  Integration of regulatory, heritage, and contamination contexts.
  •  Preparation and submission of the final scoping report in compliance with EP&A Act Section 4.55(2).

Project Achievements

Element leveraged its multidisciplinary expertise to deliver a well-structured, evidence-based scoping report that:

  • Clearly demonstrated the national strategic importance of the proposal.
  • Addressed community safety through robust risk mitigation strategies, including a purpose-built containment building and advanced scrubbing systems.
  • Highlighted the project’s contribution to reducing transport emissions by localising chlorine supply for NSW.
  • Ensured early engagement with key stakeholders including Sydney Water, SafeWork NSW, Bayside Council, and the Botany Industrial Park community.

Facilitated a smooth pathway for the next stage of assessment by anticipating key agency concerns and cumulative impact considerations.
